Banglas DGFI fomenting trouble in NE By R Dutta Choudhury GUWAHATI, Feb 2 Though the security agencies have been harping on the help that the Pakistani Inter Services Intelligence (ISI) has been extending the militant groups of India, the designs of the Bangladeshi intelligence agency DGFI to create disturbance in the North East region of the country by extending assistance to the militant groups have come to the fore. Highly placed security sources told The Assam Tribune that according to intelligence inputs, the DGFI was extending even physical help to the top leaders of the ULFA including ULFA chairman Arabinda Rajkhowa and commander-in-chief Paresh Baruah. Sources said that as per reports available, the two top leaders of the ULFA were provided with passports to facilitate their travel and it is believed that the DGFI even provided security to the ULFA leaders. Sources said that the ULFA commander-in-chief survived a few attacks because of the presence of the guards provided to him.
Sources said that the Bangladesh Government has reasons to provide assistance to the militant groups of the North East Region and over the years, the senior Army officials of the neighbouring country wrote floated theories to cause apprehension that India might try to invade Bangladesh to take over the Chittagong port. Sources said that Bangladesh has adopted a two pronged strategy to keep India on its toes-the first is to assist the militant groups to keep the North East region disturbed and the second is to keep close ties with Pakistan and China. Sources pointed out that over the years, the Bangladeshi intellectuals have been advocating the need for including the North East region of India in Bangladesh, which might be the long term goal and for that the Government of the neighbouring country would have to keep the region unstable and to encourage infiltration of Bangladeshi nationals to the region. Shortage of land is turning out to be a major problem for Bangladesh and the country is looking towards this part of India for expansion. Moreover, with the improvement of the economy of India, the investments in the North East region are also increasing and the construction activities in the region require a huge labour force. Taking advantage of the situation, the Bangladesh Government is encouraging infiltration of its nationals to India to ease the pressure of population. Security sources pointed out that if the problem of militancy is solved, the attention of the people of this region would definitely shift to other issues like development, illegal infiltration of Bangladeshi nationals to India etc and Bangladesh Government does not want the attention on the issue of migration of Bangladeshi nationals to India. Sources admitted that in 1995, the then Government of Bangladesh took some action on the ULFA, forcing the outfit to shift its headquarters to Bhutan. At that time, the Government of Bangladesh also freezed the bank accounts of the ULFA. But it was a temporary phenomenon and since then, despite repeated requests by the Government of India for taking action against the leaders of the militant groups using the territory of that country as a safe haven, the Bangladesh Government has not taken any action in this regard. Sources pointed out that an alert has been issued by the INTERPOL and despite the fact that Bangladesh is an INTERPOL member country; it did not take any action against the militant leaders of India despite the alert. The Government of India had submitted the list of the camps of the militant groups in the territory of Bangladesh, but instead of taking action to evict the camps, the Government of Bangladesh repeatedly denied the very presence of any member of Indian militant group. In fact, the growth of the jehadi forces inimical to India in the territory of Bangladesh is also posing a grave security threat to the North East region and several jehadi attacks in different parts of India in recent days were linked back to Bangladesh, which highlighted the grave security threat. But despite requests by India, the Government of Bangladesh kept mum, which again proved the fact that the Government of the neighbouring country was indirectly encouraging the forces responsible for creating disturbance in India, sources pointed out.
