I think this has been happening because the "people's" reps have no clue about financial mgmt or planning. They should either get trained first (prerequisite being they need to have some basic education first) or use bureaucrats who know how to use funds and audit them. RTI may not help because the people answering RTI queries need to know the answers themselves before trying to answer others. Regards, Sandip
