Thanks Zainul for bringing it to everybody's attention. 
Thanks to the journalist/pratidin as well for bringing awareness  to the local 
people.

On positive side, at least utilzation has gone up by 33% :-) 
It used to be 14% on average.

Any one has any comments how this utilisation can be improved. Extra 1000 Crore 
will certainly benefit local economy.

86% of funds from Assam Flood Control were returned to the Central Govt every 
year and on average it was 63% of funds returned back to Central govt because 
it was not utilized.
