One of the culprits with government spending is the way they release
the funds. It is released as late as 31st March, the last day of the
financial year. One will notice tents being put up before the treasury
office and SBI to facilitate release of funds. So most of the money
goes down the drain in the legendary 60:40 proportion. Its a criminal
waste of public tax payers money.

Project management is awful, and the fund flow is not need based.

Lastly, for central government projects, Assam has to bring in 10%
state share. In most cases it does not have the coffers to support it.

financial mgmt or planning. They should either get trained first (prerequisite 
being they need to have some basic education first) or use bureaucrats who know 
how to use funds and audit them.

RTI may not help because the people answering RTI queries need to know the 
answers themselves before trying to answer others.

In my opinion "solution centric" issues be considered often to discuss.

e.g.
It seems every year in the past about December (from my memory hole) Assam 
Government returned some Funds to Government of India, GOI, while cause of 
return had been "unable to utilize".

Why did this happen in the past?
Who do you need to educate and how to educate?

What amount of fund will go back by December 2007?

Can journalists use RTI to explore facts deeper?
