All of the conjecture as to way is quite humorous, imaginative and wrong.
 Access to datasets is heavily restricted; plain text passwords are not in
use.

Think of security in layers.  From the outside going in, it is common to
have several layers of firewalls.  And some systems are not even connected
in anyway to the external internet.

Looking inward, the bank I work at applies the same reasoning.  From this,
it restricts access to certain tools.  They have taken this to the extreme
with respect to IPCS.  Rather than using Top Secret to restrict IPCS's
ability to browse memory, etc.  Access to the tool is restricted to
specific users.

Likewise, even access to ISRDDN is not permitted by application staff.
