I've seen an article that states that the JCL authors actually started with the 
ASSEMBLER compiler as a basis for JCL.  I do not remember where did I see it.

I always thought that either the JCL or the original assembler author
swiped the other's code. The original implementations are so similar I
find it impossible to believe that they are completely separate
implementations. somebody is a plagiarist <grin>
