The simple answer is to access data in other address spaces than the one in 
which your code is currently running.  There are other more complex reasons as 
well, but that's the simplest.

The Principles of Operations manual is quite clear about the use of access 
registers.  If you start there you may find more enlightenment.

If this is for an course, I also suggest you also use the course reference 
material for your answer.
