I think someone else said it was choosing EBCDIC over ASCII. Personally I think that one's worth, because apparently it will never be "fixed".

EBCDIC was the outcome of using punch cards, and the ease of
translating the 4-zone codes to 8 bits.

With ASCII and paper tape, it was an entirely different story,
with contiguous 8-bit representations for letters of the alphabet,
and other convenient groupings.
