Same here. Perl.exe consumes 99% CPU. I'm running 1.5.1 rc11.0. I
have a brand new perl install of 5.10 using the module installation
script for the modules working on a brand new Win2k3 VM'd server. I
don't use IPv6. I wasn't running as a service, just through a command
prompt. Both times it crashed, it was on the same email (second time
was probably a retry).

Subject: [Assp-test] ASSP 1.5.1 rc Freezing
Having recently installed 1.5.1 rc11.0 my ASSP installation
(running as a service on Win SBS2003) has been freezing on a regular
basis. I'm lucky if it stays up for an hour. The symptoms...
- ASSP logging stops.
- No sessions are accepted.
- Web interface and stats i/f stop responding.
- perl.exe eats a constant 40-50% CPU (it's normally at 0-3%).
- Service fails to stop when sent a stop command.
Only recourse is to kill the perl.exe process and restart the
service. There are no clues that I can see in the logs - logging just
stops, and there is nothing unusual (or consistent) in the last few log
entries before the freeze. I also get the same behaviour from rc10.7. At
this time, I have had rc10.5 running successfully for 2.5 hours, if
that's anything to shout about.
