Thanks GreyHat (As always). There's 3 files in the distribution: URIBLCCTLDS.txt URIBLCCTLDS-L2.txt URIBLCCTLDS-L3.txt
The first one has the comment: # two level TLDs The other two have no comment, but I assume that the L3 file is the Level 3 tlds. The URIBLCCTLDS.txt file seems to have 2nd and 3rd level tlds. I'm thinking that I should just copy the 2nd and 3rd level data from http://george.surbl.org/two-level-tlds and http://george.surbl.org/three-level-tlds, but don't want to cause any problems.
