OK Evans, bad morning.  Nonetheless your usage was completely and utterly 
obscure to me, now that you've explained it I can see that your problem is 
worse than you've explored thus far.

The ISP is being backed up with unacceptable mail, which you're refusing. 
Most mail systems will continue to offer the oldest message first on any 
connexion, so you stand no chance of receiving the later messages until the 
log-jam message is cleared by timing out and being returned.

Problem with the time-out scenario is that a slew of messages received by 
your ISP just after the log-jam message will also be timed out, before the 
ISP's MTA can re-commence offering you in time-limit messages from further 
down the queue.

If you want to block the SPAM, you either have to take control yourself, 
including eschewing "mailbagging", or find an ISP who will SPAM-filter for 
you as part of that service
