It's a URIBL that lists domains registered within the last 5 days. A lot of spam links to very recently-bought domains, so this would help the user stay ahead of other URIBL lists. Now there might be a perfectly valid reason to be linking a very young domain, but there are also plenty of reasons why it's more likely to be spam. So you might only have it score 4-6 (out of a total 45), so it will add in with the rest, but not be a fatal hit in and of itself.
