Yes, I'm talking about a theoretical scoring model in which I would 
assign a score between 4 and 6 to a hit from the Day Old Bread URIBL, 
making it add up and count towards a total PenaltyMessageLimit score, 
which I have set to 45 to give an idea of the scoring scale in use.

Something about "death by a thousand papercuts" versus a few tests 
killing a message is what I envision.
