ok here is my cleaned up config
incoming and outgoing mail work fine, but
block report still does NOT work:

Exchange 2003 uses 2 Virtual Servers and 1 SMTP connector
ports incoming and outgoing match those 4 fields in ASSP
Exchange box uses internal DNS on other PDC
Internal DNS has subdomain of company.local called assp
that subdomain assp.company.local has only one RRecord:
a MX record that points to the assp box internal IP

In ASSP
blocklistreport = blocklist
blocklistdomain=assp.local

i "assume" you then send an email to [email protected]

here is my response trying to send from outlook on the internal network:
(emails to the outside world work fine)
'[email protected]' on 5/25/2010 12:11 AM
            The destination server for this recipient could not be found in
Domain Name Service (DNS).  Please verify the email address and retry.  If
that fails, contact your administrator.
            <doallen-exch.doallen.local #5.4.0>


In the MS DNS console tree:
DNS
  DNSSERVERNAME
   Forward Lookup Zones
     +_msdcs.doallen.local
     -company.local
        assp = 192.168.x.x
       +_msdcs
       +_sites
       +_tcp
       +_udp
       +DomainDnsZones
       +ForestDnsZones
       assp (child domain of company.local)
          MX = assp.company.local
