If I was going to do the voipjet type of thing, I would consider putting a click-to-cancel button on the interface and refund whatever remains less whatever paypal charges(if anything) when refunding money.
I don't know of any good wholesale providers for noobs. Who would actually want to do that?

I use VoipJet now and have no problems with them. I also have had
no problems sending them an email and getting a response back for support.
I find them to be reliable and work very well. They so support all versions
of VOIP however for the main stream they only support IAX for * users.

are you doing SIP or IAX?
If you are doing SIP and you are behind the NAT, this is possible.
Move
your devices out of NAT.

As far as I know they only do IAX.... so yes.. I'm doing IAX.. and no, I am not behind a firewall. .. also it's always the second DTMF tone.. the first one always goes through no matter how far into the conversation it is pressed...
