Yes, however the vendor may, thorugh their user agreement, have such
permission.  I do not know if they do or dont, only know that they
could.  The agreement could say  that if you have valid billing
information on file even if its related to a different account, that
they can combine all monies owed into one account.  Agreeing to that
contract implicitly gives them permission to do just what happened.
