Clocking issues, probably. You have a mismatch in clock source, framing types or the like somewhere :-(


What does the Down mean here? Is it an administrative down state, or one
that comes from the alarms?

Yes, "Down" here means the span is down, Asterisk is not able to communicate over the D-channel to the other end to bring the span up. You will see this even if the link is running perfectly, if the other end has been forced "down" (which is common with telcos when a new circuit is brought up).
