Alright, the answer is, yes it is possible to get a "naked dsl"/"dry loop" service from bell to use with a third party DSL provider. To do so, you call 310-BELL and you ask for the dry loop department; this is a specialised department whom takes care of this service (they will also sign you up to sympatico if you so desire). They will install the service and it costs about $10 (I didn't get an exact figure)/month. Once set-up they give you a ficticious number that your ISP can use to connect you to their service (this is your circuit number). For now, sympatico is offering their their 3meg down/800k up service they throw-in the dry loop service for free. Moreover, at the moment, they are offering this for $20 for the first 3 months +$10 to deliver the modem, than $44.95 thereafter (modem included); that is too compeling to overlook I'm afraid and I've been roped-in to 'ma bell again ;-) This is a good deal, high speed internet and I can use my voip service, which will save me a bundle. Frugality hasn't really been my goal, but this + unlimitel's voip-did is a great package.

try www.3web.com <http://www.3web.com/> - they have Cable and DSL services that maybe available in your area. They have cheaper rates than Rogers and Bell. Im planning to drop my pstn line too- but right now Im stuck with DSL- which I understand that it can't work without an analog phone line/number.
