Bell Canada offers DSL only lines without dial tone.
 
You pay about half the price (maybe a bit less) of a dial tone line coined
"dry loop fee" on top of your DSL plan.

try www.3web.com - they have Cable and DSL services that maybe available in
your area.  They have cheaper rates than Rogers and Bell.  
 
Im planning to drop my pstn line too- but right now Im stuck with DSL- which
I understand that it can't work without an analog phone line/number.
