What you are wanting to do is quite possible though I don't think
Hylafax is the preferred solution.

We are using NVFaxDetect and it seems to work quite well though not
100%.

What you would do is have Asterisk answer the phone and play a ring tone
while doing NVFaxDetect for at least 4 seconds (5 is probably better).
If nothing is detected then pass the call on to the other phone system.

But the question is, why continue to use the voitel system at all? Why
not just replace it with asterisk?
