I ended up calling them, and they seem to have a pretty good solution. In order to get cable internet, you need to disconnect your Rogers first. However, you can sign up with "dry loop" DSL service with them, and then swap back to cable.
The only reason I can't go with them is that they block port 25 (SMTP/mail). The upload is about 650 kbs but that's life I guess. I did venture into getting DSL but the speed was very poor due to being some distance from the CO.
