Martin,

A-law and u-law are going to give you the best fidelity on a LAN (IE
if you've got the bandwidth).  I've noticed that when using the GSM
codec for voicemail there is some quality loss and it can make it hard
to discern details depending on the voice of the person speaking.

So, you might consider avoiding GSM if that's an option an going with
an uncompressed codec like u-law.

One of the users is hard of hearing and claims that the sound is not clear and
that he has a hard time hearing people and especially numbers on the phone.

We went with the Snom's because I had heard they are good quality business
phones.

To my ears, the sound quality is just fine - Does anyone have any
recommendations as to improving the sound quality for this user. Maybe using
a different codec, or even a different phone brand that is known for helping
the hearing challenged (as a last resort).
