Voicemail is saved in multiple formats and then played back using the
format that most closely matches the endpoint.

So if you call using ulaw you should be hearing the file that is saved
as an uncompressed .wav.

If you disable the other formats it will do the conversion on the fly if
needed.

The default Asterisk sound files are all GSM and thats why people
complain they sound bad. Since you specifically mentioned digits I
suspect this may be what your user is noticing. There are new sound
files for Asterisk 1.4 all done in uncompressed .wav.
