Just thinking some more....

I'm using a Netgear switch to provide PoE to the phones - could the switch not
be providing enough power and thereby affect the volume? or PoE is PoE and it
doesn't come into play?

I would really doubt that insufficient POE power is the problem.  I
would expect that to crash the phone rather than cause a volume issue.
Most POE switches detect excessive draw and start disconnecting the
power to some devices to preserve power to others.

It occurred to me that this might be an interesting use of the
voicechanger application that was demo'd at VON.  Instead of using a
distortion filter, one could use a compression filter to amplify low
volume signals without causing clipping.  The problem is that you'd
need a noise gate or something to prevent that amplified background
noise you get when you stop playing an electric guitar but leave your
compressor pedal on.  On second thought, it would probably cause more
problems than it solves.
