The right answer is to argue that Bell/Rogers has to be de-verticalized.

We need municipal distribution networks, owned in the same way that gas,
electricity (and sometimes water) is owned.  You can get gas or
electricity from any supplier, and it is "delivered" by the local
utility.

Municipalities could easily force the issue by refusing to grant
further permits to put fibre under *PUBLIC* streets.

Technically this means seperating the L2 and the L3 providers.

If they (Bell,Rogers) didn't control the residential IP network, then
they would pay the same costs as everyone else, and they wouldn't be
able to keep out competition.  It also means that they suddendly wouldn't
own the copper in the ground, so they would no longer have a guaranteed
source of income to use to subsidize their VoIP.
(yes, they'd have to rent the copper from the local utility as well)
