Your best bet would be to use a Digium Wildcard TDM01B single FXO port PCI card for under $20. For a phone I would use a grandstream 101 <$60 or if you want to spend a little more get the GXP 2000 <$100 getting a sip phone is just about the same cost as getting an ATA and an analog phone but will give you a Message Waiting indicator and other nice features.
