Nishith , I believe that the endpoints have to support it and have it enabled. It's a function of the RTP stream timestamps (http://www.voip-info.org/tiki-index.php?page=RTP+Silence+Suppression), the endpoint supporting the option and also enabling the option. Asterisk will just pass it through or transcode what it gets.
I guess in theory you could write a transcoder that during the transcode would analyze the stream and suppress the silence packets, but then you would have to add some buffering and added computation time for the transcode which would introduce more latency to the conversation.
