Well ... if * is transcoding, then * is an end point and it may
generate the 729 SID packets.
In pass through mode, there's nothing to do :)

For the 729 codec, the saving is not that big and voice quality is
better without VAD/silence suppression.

the endpoint supporting the option and also enabling the option. Asterisk
will just pass it through or transcode what it gets.

I guess in theory you could write a transcoder that during the transcode
would analyze the stream and suppress the silence packets, but then you
would have to add some buffering and added computation time for the
transcode which would introduce more latency to the conversation.
