Vodafone (and other companies) operate in a number of countries, I've
heard of one company (name escapes me) that does deals with carriers so
you aren't roaming.

I don't know about European countries, I haven't been to any, but in
Australia and NZ vodafone has kiosks in the airports the most int'l
visitors fly into so you can get a pre-pay or post-pay sim etc.
