If you have the money and you have a brother in-law in the Rogers family, you 
could do this :).

You will need to interconnect to the canadian SS7 network and also have an 
agreement in place to communicate with all the mobile phone operators through a 
sub-layer of the SS7 protocol.

In Canada, your SS7 A-links will cost you $62,000 in setup fees and about 
$2,000.00/month each (with dedicated T1 connections). You will need 2 links for 
redundancy. Some CLEC providers was able to get reduced setup fees by using 
F-links through another existing CLEC.

You would also need to pay for SMS messages sent and receive according to your 
agreement in place with all mobile phone operators.

In my opinion, if the price would make sense, all CLEC would offer this 
service, but none of them do. So I assume the mobile phone operators do not 
want to inter-connect with other networks for this service.

Maybe Bill Sandiford from Telnet Communications can comment on this as he went 
through the CLEC and SS7 integration with his MetaSwitch phone system.
