The easiest way I know of is to use Plivo (
www.Plivo.org<http://www.plivo.org/> )
and freeswich.
You could have a dialer up and running pretty quick. Plivo is like Twillio
but you run it on your own server. If you look at the Plivo helper
libraries, there is already a rough example for doing a bulk dialer. Here
is the link to the php example:
