if internet slows down that much, log it and keep calling them! I had a issue a long time ago and it wasn't until a few months that they actually escalated the issue and split my area in half! Since then I have no problems reaching peak speeds at any hour of the day!
I havent used fibe - its kind of a marketing scam, its just DSL.
