When you are in VoIP and need to call or to be called from landline or cell
numbers someone have to take that call from typical operators and put it
into voip networks and viceversa.
Normally companies have ranges or numbers assigned, ITSP's can also. When a
customer of one them wants to call a customer of other, both telcos have to
signal the comunication (always there's the need to signal de comunication).
This signaling out of voip is SS7. Both telcos charge each other for the use
of networks and signaling. After that the customers, will be charged (at
least the caller customer).
Small companies, i.e. VoIP ITSP's, when have to signal between voip and
landlines, suffer big charges from big telcos. This is also a manner to
state who is the predominant force.
When signaling is between voip providers the DNS is a good help (SRV
records). Also good (quick and reliable) comunications is important, reason
because ITSP's tried to have presence in the Neutral Points, aka IXP's (see
https://www.euro-ix.net/member/m/ixp/list to get an idea of what is a
Neutral Point). In the Spanish case we use to peer traffic into our two
IXP's (IntereXchange Points) covering almost all national territory and when
going out, peering mainly with London (LINX), Amsterdam (AMS-IX) and
Frankfurt (DCE-IX).
If you are interested it's important to query the web i pasted before you as
you might be interested in have presence in any of the IXP's working in
order to communicate to certain parts of the world. Any milisecond you can
gain might be less problems you have (echo, jitter, latency.....)

The idea is common... at the basics Asterisk can signal "things" so can be
used to trigger many situations.... :p
