Digium's fax implementation comes from Commetrex, whereas SpanDSP is an open source fax library. I suppose there are arguments for both, but in my testing, and usage in real-world scenarios, the SpanDSP T.30 and T.38 implementation is much more reliable, and handles many edge cases with grace.
