I agree with David, Asterisk 11 is the current sweet-spot unless you require some of the new Asterisk 13 features.
We probably should consider ending Asterisk 1.8 versions in our "official" images, possibly 2016 will be the last year for Asterisk 1.8 unless there are objections.
