Hi Steve:
Charter carries audio description through the SAP channel provisions on your TV.
This is often referred to as the Spanish channel or foreign language channel.
For most of us, invoking the SAP channel is difficult to impossible because it
is buried within menus that are either hard to predict or that can change
depending on other settings in your television.
Some telivisions have programmable macros and I have read of people who program
a button on their remote as an SAP button. Occasionally, a television will have
a button labeled SAP that turns the facility on and off.
The FCC is addressing accessibility issues of televisions and set top boxes, but
we probably won't see much from that for the next 2-3 years. However, change is
coming.
Hope this helps.
