While true that a server can do whatever it wants, would it still be
considered an APP server if it did certain things?

A server can, if it wished, generate broken and invalid XML. We wouldn't
consider it compliant with the RFC though, right?

So, the real question is then: what should a server do, so as to be
considered compliant with this particular spec?
