One addition that might be helpful in avoiding misunderstandings: After "the base URI...", clarify with an additional sentence along the lines of "Unregistered values MUST be Absolute URIs, and MUST NOT point to any location beneath 'http://www.iana.org/assignments/TBD/'." Obvious? Perhaps. But a careless or uninformed reading (someone who doesn't realize that the base URI is only applied to non-absolute URIs) could miss the fact that one can use unregistered values.
