That sounds like RFC 3229+feed, except it applies to tombstones only and with probably no consideration given yet to how intermediaries affect the picture. (But I might not giving enough credit on the second point.) The difference is that RFC 3229+feed actually offers dramatic bandwidth savings, whereas a tombstone-specific mechanism would deliver only negligible ones.
