Yes, knowing the hash value without knowing the mechanism is useless. Both the separation of mechanism/value is the way the crypto world does things (e.g., XMLDSig), and URI's are the way the Web identifies things. Adding a special-case attribute value parser to handle this non-standard way of doing things doesn't seem to fit.
