Did you have any success Nick? If not can I ask what version your former install of Apple TV was? Was it pre 2.3?
I have a theory that if you didn't let apple do the upgrade where the IR controller gets patched then you will be stuck on this screen. I have the same problem you are having and no matter what I do I cannot get past it. My problem now is that I can't find a 2.2 or earlier DMG to test the theory out with and Apple appears to have shut down their download site. If anyone knows of a new download site and where to get the 2.2 or earlier it would be appreciated.
