Regarding this:

It seems that section 2.1 of the AUCTeX manual also encourages users of
the csquotes packages to customize LaTeX-csquotes-open-quote and
LaTeX-csquotes-close-quote. A quick internet search suggests that there
are other useful settings for these.
Should we do anything to prevent this for other users? A few options:
1. Nothing.
2. Disable quote folding by default.
3. Hard-code quote folding so that it applies only to the default tex
quote pairs (ignoring the values of TeX-open-quote/TeX-close-quote).
4. Avoid TeX-open-quote/TeX-close-quote in the "problematic" case that
TeX-close-quote is "}", resorting then to the default pairs.
I'm inclined to (1), but welcome any other feedback.
