Walter, I suppose it does not exist. Since Audacity is open-sourced, you may go ahead and do whatever you want to contribute to this project. If the terminology do make a lot of difference between Hong Kong and Taiwan, I would suggest to add more locales for the Chinese language (eg. zh_tw and zh_hk).
