What you need to do is drawing a stair case in your map. Like you said, a real one. Thus you need to draw tiles one after the other, and as you proceed with drawing tiles, you go one step forwards and one step upwards. This way you have the shape of the staircase. Now grab sam tupies rotation package and play with the z angle to move the player upwards and downwards. It's better to give each tile of the stair case an angle property so you know where you want to send the player(up or down). You need to make the player move based on the angle of the tile when he/she holds up and you need to make it move in the opisit angle while he/she is holding down. By opisit angle I mean if the angle of the tile is half up, you make it half down and then move the player. Please note that there's no need to change the tile's angle based on what thep layer is doing. Just change the angle that you move the player based on.
