Graeme just reminded me of Legend of Legaia, that's a title for PS.
It has a martial arts system that depending on the moves it uses up a move meteer that has up to 9 moves and more.
special combos hit harder and might give extra attacks.
And, while I'm talking about this I remembered Robotrek for SNES that had programming custom robots that depending on the weapons they had it would use less or more moves.
Both used stats to determine number of moves so at low levels you don't get many.
