It doesn't get Flame Blizzard. Just Torch and Terramagma.
I just encountered something a little strange. I was fighting Master Dyaz, he phased to Air, so I used Omega Sandstorm, which is an Earth and Air move, and it didn't affect him. Firestorm and Hurricane, both dual-typed Air moves, work against him fine when he's phased to air. Why didn't Omega Sandstorm?
