Wouldn't tactical rush be a little pointless, since all the Mutmo transformations only have one type anyway? Or have there been other mons with just one type that get tactical rush?
Mutmo itself already gets slash, which is 70 power just like tactical rush. I think most other transformations get a 70 power move or higher, as well.
