Yeah, I don't think we're too close to hard lockdown procedures, and I strongly doubt they'd be enforcible nation-wide.
Re: discrimination/judgment/stigmatization: that falls into the "if someone discloses, don't be a jerk about it" umbrella. Hell, even if they don't disclose, some Asians are being targeted to some extent. It's disgusting and needs to stop, like, yesterday.
I'm actually going to a small gathering at someone's home this weekend (less than twelve people, and I'll keep my distance as much as possible). I figure it's probably a good thing for me to get out, at least a little bit. What AssaultFreak noted is about the same as what we've got here in Ontario (streets are quite quiet, large gatherings are banned, bars and restaurants closed, but no one's going to much care if you and a few buddies are in the same place).
