So you expect your soundcard can clearly produce a 25kHz tone via analog out? If it isn´t something like a pretty well card such as an M-Audio and you use the Asio mode you can forget about that. For 25kHz you need a sampling rate above 48kHz. I would be very interested in the specs of your onboard sound. Audacity btw creates and plays even 200kHz sinus tones if i use a 16bit/44100kHz file This is simply not possible ;)
