Sorry - I wasn't very clear. If you send a 24-bit signal to a 16-bit DAC, the lowest 8 bits are simply ignored. Therefore, any changes the volume control(or anything else) makes to the lowest 8 bits are not going to be audible. So until the volume control gets to the point where it starts to affect the 16 bits, nothing will happen.
