Sorry - I wasn't very clear. If you send a 24-bit signal to a  16-bit
DAC, the lowest 8 bits are simply ignored. Therefore, any changes the
volume control(or anything else) makes to the lowest 8 bits are not
going to be audible. So until the volume control gets to the point
where it starts to affect the 16 bits, nothing will happen.

So arguably, the answer to our question is yes, with either a 16 or 24
bit DAC, nothing bad happens to a 16 bit source until the volume gets
to the point where it starts to change the original 16 bits of actual
signal.
